Changes: * Mostly internal and architectural changes to use more modern APIs.
* Restore some missing context menus that disappeared when appbars disappeared. Restore the appbars and the menus.
* I wrote PalmVE originally many years ago, in the Cupcake era. Things have changed a lot since then, so this ended up being a very invasive rewrite. Please let me know if you have trouble.

Changes: * Fix a crash on more modern android devices when making a new test.
* Remove the VE session search feature: unfortunately the ARRL website is (http://www.arrl.org/find-an-amateur-radio-license-exam-session) is HTTP only, which is not allowed on modern devices. I hope to restore this later with a different provider.
* Update to a more modern target SDK.
